The principle: you are already travelling on a given route. The organization books the dog on your flight, prepares all its documents and hands it over at the departure airport. Leaving with your dog is, however, possible and regulated: the rules allow the export of two dogs per person per year, the paperwork is obtained from MOCCAE, and IPATA-certified carriers organize the trip from start to finish. What is missing is never the solution, it is the planning: the process should start months before departure, not the week of the move. If you are leaving, leave together. And if you are staying, the shelters below need foster homes for the dogs others have left behind.
