A dog is in danger

First, your safety and the dog's. An injured or frightened dog can bite, even the gentlest one. Do not intervene alone with an aggressive animal or on a road.

What really helps an organization when you contact them: a precise location (address, GPS point, visible landmark), a photo if you can take one safely, the dog's condition in one sentence, and your availability to stay or come back. Local organizations get dozens of vague reports every week. A precise report gets prioritized.

If you witness an act of abuse and not simply abandonment, also contact the competent authority listed below. Organizations have no power to sanction. Authorities do.

An organization does not always come right away. Many run on two or three volunteers. A delay in response is not indifference.

A reality unique to the Emirates: every wave of expatriate departures leaves behind abandoned dogs, tied to posts or released into the desert, and shelters are overwhelmed. Leaving with your dog is, however, possible and regulated: the rules allow the export of two dogs per person per year, the paperwork is obtained from MOCCAE, and IPATA-certified carriers organize the trip from start to finish. What is missing is never the solution, it is the planning: the process should start months before departure, not the week of the move. If you are leaving, leave together. And if you are staying, the shelters below need foster homes for the dogs others have left behind.
